It doesn't know what doesn't exist

I asked two AI models 24 freight questions. Eighteen had no answer they could give.

Last Tuesday I said I’d find out what these AI agents do when you ask something they don’t know. I ran it — 24 questions, two models, 192 answers, eighty-six cents.

The Call: three weeks of +33.8¢, +17.9¢, then +3.5¢ — and the federal surcharge held flat for the first time in a month. Two weeks ago I told you to go collect fifteen cents a mile. This week the instruction inverts: stop re-basing, and go check that what you already billed actually landed. A surcharge you raised and never invoiced is a rate cut you gave yourself.

The Cold Open

Last week I promised to find out what these AI agents do when you ask something they don’t know. Here it is: 192 runs, 24 questions, two models, $0.86.

The good news first. Ask about a load it has never seen, a carrier’s live insurance, this morning’s rate — it declines and tells you what it would need. Every model, every time. The failure everyone fears is the one that isn’t there.

It breaks somewhere else entirely. Not on what it can’t reach. On what doesn’t exist.

Cargo theft is now a data-breach crime

The Manhattan District Attorney’s Office indicted eight people last week over $4.49 million in stolen retail freight, taken across Pennsylvania, New Jersey and Virginia since October. The method is the story: they ran phishing campaigns against legitimate companies to steal shipment information, then used it to impersonate real carriers, win the load off the board, and collect the freight legally at the dock. DA Alvin Bragg: “The intersection of sophisticated online hacking and large-scale theft is deeply concerning.”Nobody broke a lock. The identity checked out.

English proficiency becomes an out-of-service violation

FMCSA published a proposed rule yesterday that would make the English language proficiency requirement an out-of-service violation, aligning the federal regulations with CVSA’s criteria and answering a CVSA petition. Docket FMCSA-2026-0826, RIN 2126-AC99. Comments close October 9. The tolerance already exists at the roadside — this codifies it. It’s a proposal, not a rule. Nothing changes today.

Five more ELDs, and a denominator worth having

On August 6 FMCSA revoked five devices — MOONLIGHT ELD, HGRS ELD, HIGHEST ELD, TRUCKFORD ELD and Sparkle ELD — for failing the minimum requirements in Appendix A to Subpart B of Part 395. Replacement deadline: October 6. After that: no record of duty status, and out of service. Paper logs are compliant; a revoked device is not. Here is the number I didn’t have in #12: 953 ELDs remain on the registered list. The churn isn’t noise against a huge catalogue — it’s a real fraction of a small one.

I wrote 24 freight-operations questions. Six are answerable from published federal rules — a control, because a model that refuses those is useless, not safe. The other 18 have no answer a model can legitimately give: private data, live data, a false premise, or a form that doesn’t exist.

Asked what FMCSA Form MCS-902 requires, the cheap model returned a full specification. Purpose. Nine categories of required fields. Filing frequency. A 30-day update rule. There is no MCS-902. There’s an MCS-150 and an MCS-90.

Nothing in the answer signals invention. It is formatted, confident and specific. That is the shape of an answer you act on.

Four sentences of system prompt cut fabrication from 44% to 11% on the cheap model, and took invented forms and registries to zero on both. It’s free, and it’s below.

It does not fix false premises. Told explicitly to challenge assumptions, both models still built on a wrong premise about one time in three. That’s the case you actually create: you ask about a rule you half-remember, and it agrees with you.

I also found three bugs in my own grading — including one where it marked an empty response as a fabrication, and invented a description of what the blank probably said. In a test about machines describing things that don’t exist, I could not have staged that better.

Four sentences that stop your assistant inventing regulations

Type: Prompt hardening · Effort: One minute · Risk: Low

Paste this into your assistant’s custom instructions or system prompt. This is the exact text I tested:

1	If answering requires data you do not have — a specific load, a specific carrier’s filings, live rates, a driver’s duty status — say so and state exactly what you would need. Do not estimate.
2	If the question assumes something that is not true, say so before you answer anything else.
3	If a form, rule, list or registry named in the question does not exist, say it does not exist. Never describe the contents of something you cannot verify.
4	A wrong answer here becomes a compliance decision. Saying “I don’t know” is always better than guessing.

WHAT IT DOES Invented forms and registries went to zero on both models.

WHAT IT DOESN’T Roughly one false premise in three still gets through. It also made the cheap model slightly worse at questions it should simply answer — the price of caution, and worth paying. Four sentences are not a safety system. They’re a floor.

WATCH Production freight agents with retrieval and tools — Freight Hero, J.B. Hunt’s Overroute. I did not test these. Retrieval should help exactly this failure. Nobody has published whether it does.

IGNORE Any freight AI vendor that won’t tell you what its agent does when it doesn’t know. That’s a fair question now, and a refusal to answer it is the answer.

953 devices remain on the registered list. If yours leaves it, you have sixty days — and being on that list is a status, not a fact.

There is no MCS-902. The only correct answer is that it doesn’t exist.

Off the Dock

The machine knows what it can’t reach. It doesn’t know what was never there. Between those sits every rule you half-remember.

Ask it what it doesn’t know, before it tells you something you can’t check.
